R. C. Tanner & Co. have work 67% complete of grading, draining and placing select material on 8.5 miles of roadway on the Flagstaff-Fredonia Highway, F.A.P. 95-H. The work begins at the Indian Reservation boundary, about 44 miles north of Flagstaff, and extends northerly to Cameron. H. B. Wright, resident engineer.
The Lee Moor Construction Co. have contract 19% complete for placing aggregate base course, shoulder material and cut-back plant mix on 18.2 miles of roadway on the Holbrook-Lupton Highway, F.A.P. 83-D. The work begins at Navajo-Apache County Line, about 21 miles northeast of Holdbrook, and extends northeasterly. A. J. Kerr, resident engineer.
Ken Hodgman and Pearson & Dickerson have contract 78% completed for grading and draining roadway, and placing select material and aggregate base course on eleven miles of the Flagstaff-Fredonia Highway, F.A.P. 95-F. Work begins at north end of F.A.P. 95-B, about 92 miles north of Flagstaff, and extends northerly. J. M. Hobbs, resident engineer.
E. L. Yeager has contract 99% complete for the removal and salvaging of old pavement, placing select material and paving with cement concrete three-tenths of a mile of paving within the city limits of Holbrook; Holbrook Streets, N.R.M. 40 (1934). A. J. Kerr, resident engineer.

UNDER CONSTRUCTION ROUTE 3-Flagstaff-Clin't Well National Forest Highway.
The grading and drainage of Section C, 3.906 miles in length, beginning approximately 16 miles north of Clint's Well and extending toward Flagstaff is under contract to Ernest W. Everly. Work was shut down on December 4, 1935, because of severe winter weather and on that date the project was 95 per cent complete. F. A. Bonnell is Resident Engineer.
ROUTE 11Payson-Colcord Mountain National Forest Highway.
The grading of Section C of this route, located about 30 miles east of Payson, is under contract to Bennett and Taylor. The length of the project is 4.218 miles. Work was shut down on December 31, 1935, because of severe winter weather and on that date project was 40 per cent complete. C. E. Nelson, Resident Engineer.
Grand Canyon National Park Highways
The placing of a seal coat on Section H of Route 1, all of Route 10 and Sections A, B, C, D, and E of the Cameron-Desert View Approach to Grand Canyon National Park is under contract with Lee Moor Contracting Company. The length of the project is 32 miles. Work, when shut down on October 31, 1935, was about 42 per cent complete. V. G. Watson, Resident Engineer.
Petrified Forest National Monument Highways
George W. Orr has contract for bituminous-treated surfacing on Sections A, B1, and B2 of Route 1 and all of Route 1 and all of Route 2, Petrified Forest National Monument, Arizona. The length of the project is 25.3 miles. Work is approximately 15 per cent complete. V. G. Watson, Resident Engineer.
Projects Advertised
Sealed bids will be received at the office of the Bureau of Public Roads, 414 Title & Trust Building, Phoenix, Arizona, until 10 o'clock a. m. on the 25th day of February, 1936, for placing a crushedrock base course on all of Route 8, Hermit Rest, and the Headquarters Service Roads and Parking Areas, Grand Canyon National Park, Coconino County, Arizona. The length of the project is 9.141 miles, exclusive of Service Roads and Parking Areas.
BATTLE OF APACHE PASS
(Continued from Page 15) lying in ambush and shooting the troops and travellers as they came to drink. In this way they killed three of LieutenantColonel Edward E. Eyre's command, and in attempting to keep Captain Roberts' company, First Infantry, California Volunteers, away from the spring, a fight ensued, in which Captain Roberts had two men killed and two wounded. Captain Roberts reports that the Indians lost ten killed. In this affair, the men of Captain Roberts are reported as behaving with great gallantry.
"Two miles beyond Apache Pass I found the remains of nine white men who had been murdered by the Indians. They were a party travelling from the Pinos Altos Mines to California; one of them had been burned at the stake. We saw the charred bones, and the burnt ends of the rope by which he had been tied. The remains of seven of these men were buried on the spot. From the Rio de Sauz to Ojo de la Vaca there was a great dearth of water."
Such was the Battle of Apache Pass where the California Volunteers received their first real baptism of fire. While it is true that west of Tucson, the Battle of Picacho had been fought on April 15, 1862, that engagement was, in reality, a sharp skirmish. At Apache Pass, however, deadly bullets flew thick and fast and tested the courage of the sun-tanned fighting men who had come from the Golden State to liberate Arizona from Confederate rule. The engagement was also noteworthy for a number of other reasons. The Apache chieftains-Mangas Coloradas and Cochise had figured on a victory over the unsuspecting troops as they entered Apache Pass and had good grounds for anticipating such an outcome; the battle-ground was of their own choice; they outnumbered the California troops many times over; their forces were deployed along broken, boulder-strewn and almost impregnable mountain slopes; they were fighting in defense of their native crags and peaks; and were in absolute command of the rocky defile which the troops had to traverse. Under such conditions the Apache leaders had good reason to believe that they would turn back the marching columns and successfully hold the pass.
So that when the straight-shooting, hard-fighting and determined California Volunteers routed the Apache foe and drove them pell-mell from their mountain strongholds and fortifications, the morale of the Apache warriors was badly shaken; their disastrous defeat was be-wildering when they had planned victory; and their fighting spirit was never the same after the Californians, under Roberts and Cremony, had blasted their way through Apache Pass on their march to the Rio Grande.

(Continued from Page 16) Commerce of Bisbee and Willcox on December 30th, and concurred in by the Tombstone and Benson Chambers of Commerce. This resolution requested the Highway Commission to consider the following highway program and designate the following as state routes, to be taken into the State Highway System with the least possible delay:
Chairman Dowell stated the Douglas Chamber of Commerce has been presented with this resolution and they will probably act on it this week, as they have just organized for the year. He requested the Highway Commission to postpone action on the requests until the next meeting in order that the Douglas people may have an opportunity to express themselves on this resolution. Chairman Dowell's request was granted without objection.
The State Engineer brought up the matter of materials used in the construction of maintenance houses and after discussion the Commission went on record that in the future, Ponderosa Pine, as well as other Arizona products, are to be used as much as possible and whenever possible.
The Commission recessed for a few minutes and going back into session, Commissioner Addams, having returned advised that at the request of the State Engineer he had contacted the City Commission of the City of Phoenix on the matter of eliminating the bottle-neck condition existing between Third Avenue and Seventh Avenue on Van Buren Street and asking when we might expect to call for bids, he had been assured by the Mayor, after a conference between the Mayor, the City Attorney, the City Engineer and the City Manager, that this project would be cleared in 45 days and the bonds taken care of. In discussing the matter of the bonds, the Mayor and other City Officials, after a consultation with the City Attorney, advised Commissioner Addams that if the Government or individuals did not take the bonds, the City of Phoenix would purchase them themselves.
Commissioner Barth informed the Commission that it was his understanding a vacancy existed in the position of Shop Foreman in the Holbrook Shops and he made a motion that Mr. Aiken Smith be temporarily appointed to take the place of Mr. Sam Procter, resigned. The motion was seconded by Commissioner Addams, but in the discussion that ensued it was never put to a vote. It was finally agreed by the Commission that if there is a vacancy in the Holbrook Shops, this being in Commissioner Barth's territory, he be delegated with appointive power to temporarily fill the vacancy and the appointment be submit-ted to the Commission for confirmation at their next meeting.

There being no further business to come before the Commission, it was regularly moved, seconded and carried, that the Commission adjourn at 12:15 P. M., January 8, 1936, to convene again at 10:30 A. M. January 27, 1936.
The Arizona State Highway Commission met in regular session in their offices in the Highway Building at 10:00 A. M. Those present were: Chairman Angle, Commissioners Addams, Barth and Seale, also the State Engineer, the Secretary and Assistant Attorney General, A. I. Winsett. Chairman Dowell was absent and Vice-Chairman Angle acted in his place.
State Engineer O'Connell recommended, subject to the approval of the Bureau of Public Roads, that the contract on the Safford-Bowie Junction Highway W. P. S. S. 115-B, A. F. E. 8112, be awarded to the low bidder, the Tiffany Construction Company, in the amount of $45,534.70, on their bid without the Alternate which was the low bid. It was regularly moved by Commissioner Addams, seconded by Commissioners Seale and Barth and unanimously carried, that the recommendation of the State Engineer be accepted.
State Engineer O'Connell recommended, subject to the approval of the Bureau of Public Roads, that the contract on the Phoenix-Prescott Highway WP. G. H. 48, A. F. E. 6936, be awarded to the low bidder, the Daley Corporation, in the amount of $102,766.38. It was regularly moved by Commissioner Seale, seconded by Commissioner Barth, and unanimously carried that the recommendation of the State Engineer be accepted.
State Engineer O'Connell recommended, subject to the approval of the Bureau of Public Roads, that the contract on the Phoenix-Yuma Highway W. P. G. H. 46-B and W. P. G. H. 46-С, A. F. E. 9073, be awarded to the low bidder, Heuser and Garnett, in the amount of $202,299.99, using the road mix which is the low bid. It was regularly moved by Commissioner Addams, seconded by Commissioner Barth, and unanimously carried, that the recommendation of the State Engineer be accepted.
State Engineer O'Connell recommended, subject to the approval of the Bureau of Public Roads, that the contract on the Ash Fork-Kingman Highway, W. P. G. H. 118-A, A. F. E. 6638, be awarded to the low bidder, Geo. W. Orr, in the amount of $154,805.37. It was regularly moved by Commissioner Barth, seconded by Commissioner Seale, and unanimously carried, that the recommendation of the State Engineer be accepted.
Mr. S. P. Applewhite, of Douglass, Arizona, appeared before the Commission and presented petitions signed by many citizens of Douglas, and by prominent business men located in Tombstone and the Bisbee district, urging the Highway Commission to reject applications for inclusion in the Arizona Highway System of the Bowie-Willcox-Benson road for the following reasons: (1) The inclusion and improving of this "Short-Cut" will not bring a single tourist into the State of Arizona but will hasten potential tourist visitors out of the state by the shortest possible time to travel through.

(2) This road improved will divert tourists from the more thickly populated and best scenic routes in Arizona to the less attractive and the sparsely populated areas, and do great harm to the communities on present established roads.
(3) It will materially reduce potential gas receipts for the state from the tourist traveler.
The petition also strongly urged that the present State Primary Roads be completed and improved before the addition of any increased mileage. Mr. Apple-white requested to be furnished with a copy of the communications received pertaining to the Stein's Pass Highway.
It was regularly moved by Commissioner Addams, seconded by Commissioner Barth, and unanimously carried, that copies of communications relating to this highway be furnished each member of the Commission.
A delegation from the town of Superior, consisting of Messrs. Charles Moody, J. M. McPherson, R. B. Giffin, Bat Gays, J. T. Lewis, John Mitchell and Bill Wallace, appeared before the Commission. Mr. Moody acted as spokesman for the delegation and filed petitions requesting the improvement of the State Highway through the Town of Superior by making the road wider, taking out curves and constructing a walk along one or both sides of the road through the West section of town. Mr. Moody and the delegation promised to cooperate in every possible way in the matter of obtaining necessary right-of-way for the project and Mr. A. C. Sieboth, Rightf-way Engineer, was instructed by the Commission to meet with the delegation, their committee, on this matter.
The Commission recessed at 11:45 A. M., January 27, 1936, to meet again 2:00 P. M. the same date.
Afternoon Session The Commission reconvened at 2:05 M., January 27, 1936, all members present except Chairman Dowell. Vicehairman Angle presided as Chairman.
Mr. Henry Thompson of Holbrook, Arizona, appeared before the Commission with reference to the developing of water on that portion of his ranch that will be cut off from water after the fencing of Highway 260 through his rice. In the discussion that followed, Mr. F. N. Grant, District Engineer, and Mr. A. C. Sieboth, Right-of-Way Engineer, were called in and it was regularly moved by Commissioner Addams, seconded by Commissioner Seale, and unanimously carried, that Commissioner Barth contact Mr. A. C. Sieboth, Rightof Way Engineer, and together they investigate the matter and offer a solution to the Commission at their next meeting.
The Secretary read a letter from Mr. J. E. Mills, Estimating Engineer, requesting the approval by the Highway Commission of the following revision of the Wage Scale, which has been approved by the Industrial Commission and tentatively approved by the Bureau of Public Roads:
Intermediate Grade of Grader Operator (Oil Laydown Man) at 75c to the Skilled Class as Grader Operator (Finisher) at $1.00.
(3) The inclusion in the Intermediate Grade of Grader Operator (Oil Mixer) at 75c.
It was regularly moved by Commissioner Addams, seconded by Commissioner Seale and unanimously carried, that the above listed revision be adopted, and the State Engineer be instructed to make the necessary revision in the Wage Scale.
The Secretary read a letter from Mr. D. B. Hutchins, Superintendent of the Motor Vehicle Division, advising that the Wm. P. Kern Post No. 17 of the American Legion, and the Women's Auxiliary of the said Post, very materially assisted Patrolman Ivie in the examination of operators in the Superior district. It was regularly moved by Commissioner Seale, seconded by Commissioner Addams and unanimously carried, that the Secretary be instructed to address a letter of thanks to the abovementioned parties for the services rendered.
It was regularly moved by Commissioner Addams, seconded by Commissioner Seale and unanimously carried, that the Assistant Attorney General be instructed to draw up a resolution of respect to Mrs. Nelle Marie Hayes Hoffman, wife of Mr. Ralph A. Hoffman, State Highway Bridge Engineer, and to Mrs. Gladys Blackburn McPhee, wife of Mr. John C. McPhee, Editor of "Arizona Highways," both of whom recently passed away, and resolutions were approved and adopted by the Highway Commission.
The Secretary read a letter from Mr. J. H. Emith, of Kingman, Arizona, requesting the Highway Commission to designate a continuation of Arizona U. S. 93 from Kingman over Highway 66 to Ash Fork, Arizona, and thence over Highway 89 to Nogales, Arizona, and stating that such action would accomplish the plan of carrying this highway from the Canadian border to Mexico.
It was regularly moved by Commissioner Addams, seconded by Commissioner Seale and unanimously carried, that the State Engineer be instructed to make the necessary application to the National Body to have that portion of proposed Highway 93 routed from Kingman, Arizona, to Phoenix, Arizona, over the following route: From Kingman over highway 66 to Ash Fork, from Ash Fork to Prescott, and from Prescott to Phoenix.
It was regularly moved by Commissioner Addams, seconded by Commissioner Seale and unanimously carried, that the State Engineer be instructed to make the necessary application to the National Body for the designation of that portion of proposed Highway 93 from Phoenix, Arizona, to Nogales, Arizona, over the following route: From Phoenix to Chandler, from Chandler toSacaton, from Sacaton to the Casa Grande Ruins and from the Casa Grande Ruins over to Picacho, from Picacho to Tucson and from Tucson to Nogales. By the same motion the State Engineer was requested to make application to the National Body for the designation of that portion of the highway from Picacho to Casa Grande, from Casa Grande to Sacaton as a branch of the proposed Highway 93, to be known as Highway 193.
It was regularly moved by Commissioner Addams, seconded by Commissioner Barth and carried unanimously that the Secretary be instructed to notify Mr. J. H. Smith of the action taken by the Commission regarding Highway 93.
The Commission went into executive session and reconvening in open session, the Secretary presented a petition from citizens of Gila Bend and vicinity asking the Highway Commission to provide a Highway Patrolman to police the highway in and around Gila Bend in order that the number of accidents occurring on that highway might be reduced. Mr. C. R. McDowell, Superintendent of the Highway Patrol, informed the Commission that it is impossible to place a Patrolman on the Gila Bend Highway at the present time, however, after July 1st, when the personnel of the Highway Patrol, will be increased by three men, he will be able to comply with the request.
Commissioner Addams inquired into the status of WPA Project No. 104-A, which involves partial construction of a road from the vicinity of Ortega Lake to Concho. State Engineer O'Connell advised that the project has been released as far as employment is concerned by the local Works Progress Administration's office and the San Francisco office of the Bureau of Public Roads has referred the project to the Washington office for their concurrence. In the discussion that followed it was the opinion of the Commission that a letter, signed by Commissioner Addams, be addressed to our U. S. Senators and U. S. Representatives in Washington asking their help in obtaining the immediate release of this project.
