Arizona Highway Commission Notes Commission Changes Made
J. W. Angle, Tucson realtor, became a member of the Arizona Highway Commission on February 1, succeeding Monte Mansfield, whose term expired. Mr. Angle was appointed by Governor B. B. Moeur.
Although a lifelong Democratic party worker, Angle has never sought political or organization positions, and some months ago declined to accept the commission appointment when it was originally tendered him. He was in charge of Governor Moeur's primary campaign in Pima county last fall.
Angle has been engaged in the real estate business in Tucson for the past 15 years, going there from Willcox, where he was for some years in the lumber business. He has been a residen of Arizona since 1908.
The new commissioner is a native of Georgia, but left his home state at an early age. He had been engaged in business in Michigan, Oklahoma and Texas before coming to Arizona.
His four children are Elizabeth Angle, instructor and one of the founders of the Hacienda del Sol school at Tucson; Joe Angle of Flagstaff; Margaret, now attending a Los Angeles art school, and Melvin, who is working in Phoenix.
January 10, 1935 The Arizona State Highway Commission met in special session in their offices in the Highway Building at 10:00 a. m., January 10, 1935. Those present were Vice-Chairman Vyne, Commissioners Addams, Barth and Mansfield, also, the State Engineer, the Secretary and Mr. Riney B. Salmon. Representatives from the Attorney General's Office were Messrs. John W. Murphy and Elmer C. Coker, Jr. Chairman Dowell was absent.
State Engineer O'Connell read a letter addressed to the Director, National Park Service, Washington, D. C., from Mr. M. R. Tillotson, Superintendent, Grand Canyon National Park, in regard to the possibility of improving, with approach road funds, the road between Jacobs Lake and the north boundary of Grand Canyon National Park, and recommending that the road be officially designated as an approach road to Grand Canyon National Park.
The Commission went into proposed legislation which had been drafted by Department Officials and Attorney Salmon, and approved Section 1573a, LIVE STOCK ON HIGHWAYS, and Section 1573b, LIABILITY FOR DAMAGE TO HIGHWAY OR STRUCTURE, as submitted.
The Commission further considered proposed legislation and it was regularly moved by Commissioner Addams, seconded by Commissioner Mansfield, and carried, Commissioner Vyne voting "no", that Section 1587, SPEED LIMIT ON HIGHWAYS, be not amended.
The following resolution was adopted by the State Highway Commission and signed by B. B. Moeur, Governor, Shelton G. Dowell, Chairman, J. W. Angle, Vice-Chairman, C. E. Addams, Jacob Barth and Ray Vyne, members, T. S. O'Connell, State Engineer, and C. C. Jarrett, Secretary: "BE IT RESOLVED: by the Arizona State Highway Commission, following the retirement of the Honorable Monte Mansfield of Tucson, Arizona, after a service of six years as a member of the Commission, which service concluded yesterday, "That Mr. Mansfield added to the Commission a man of high ability, special qualifications, great energy, close application, and unselfish judgment to public service.
"That his contributions to the highway system of this state are comprehensive and most beneficial and will long monument his very able and patriotic labors.
Dated and approved at Phoenix, Arizona, this first day of February, 1935."
Afternoon Session
The Commission reconvened at 1:30 p. m., January 10, 1935, all members present except Commissioner Dowell.
The Commission considering proposed bills to be submitted to the Legislature, approved the following sections: Section 1595a. Driving on roadways laned for traffic.
Section 1600a. Pedestrian soliciting rides and walking on highways.
Section 1613. Size of vehicle and loads.
Section 1615. Weight of vehicles, wheels and axle loads.
Section 1615b. Officers may weigh vehicles and require removal of excess loads.
Section 1619. Trailers and towed vehicles.
Section 1620. Maximum weight on bridges and other causeways: violations: penalty.
Section 1621. Brakes.
Section 1624. Spot lights and auxiliary lamps (Commissioner Addams voting "No").
Section 1628a. Trucks and commercial vehicles to carry flares or similar devices.
Section 1628b. Regulation of vehicle transporting explosives.
Section 1632. Registration of motor vehicles; exceptions.
Section 1633. Application for certificate of title.
Section 1634. Register of owner and

January 11, 1935
The Commission met at 9:20 a. m., January 11, 1935. Those present were Vice-Chairman Vyne, Commissioners Addams, Barth and Mansfield, also, the State Engineer, Mr. Riney B. Salmon, and the Secretary. Representatives from the Attorney General's Office were Messrs. John W. Murphy and Elmer C. Coker, Jr. Chairman Dowell was absent.
It was regularly moved by Commissioner Mansfield, seconded by Commissioner Barth and carried, that Mr. Riney B. Salmon be carried as an employee of the Motor Vehicle Division at a salary to be set by the State En-gineer.
The Secretary read a communication from Mr. John L. Sullivan, Attorney General, advising that he had appointed John W. Murphy as the attorney for the Highway Commission.
After discussing the matter of accident reports being of a confidential nature, it was regularly moved by Commissioner Mansfied, seconded by Commissioner Addams, and carried, that the following exception be added to the Act: That the Department may disclose the identity of a person involved in an accident when such identity is not otherwise known or when such person denies his presence at such accident.
In discussing the fee for a driver's permit, the Commission agreed that the law be amended so that an owner shall not be required to pay for his original operator's license, but all nonowners shall, but both owner and all operators shall be required to pay fifty cents for every duplicate operator's license issued them. Every owner and non-owner, when his license is cancelled out by law, who cannot produce his old license must pay fifty cents for an operator's license.
The Commission further discussed proposed legislation.
Afternoon Session ARIZONA HIGHWAYS
The Secretary read a letter from Mr. Ralph Hoffman stating the construction permit for radio station expires January 28, 1935. It was regularly moved by Commissioner Addams, seconded by Commissioner Barth and carried, that an extension or renewal of the construction permit for a radio station be requested from the Radio Commission. It was regularly moved by Commissioner Addams, seconded and carried, that officials of the Department confer with members of the Corporation Commission regarding legislation covering Chapter 100.
The Secretary read letters from Governor B. B. Moeur and from Mrs. Vir ginia Hunt Brannen, thanking the Commission for the resolutions of respect adopted at their meeting December 23, 1934.
January 18, 1935
The Arizona State Highway Commission met in regular session in their offices in the Highway Building at 10:00 a. m., January 18, 1935. Those present were Chairman Dowell, Vice-Chairman Vyne, Commissioners Addams, Barth and Mansfield, also the Secretary, the State Engineer, and Assistant Attorney General John W. Murphy.
State Engineer O'Connell recommended, subject to the approval of the Bureau of Public Roads, that the contract on the Phoenix-Yuma Highway (A.F.E. 8041) and A.F.E. No. 8061), N.R.H. Project No. 55 (1935) be awarded to the low bidder, the Phoenix-Tempe Stone Company, in the amount of $24,459.40. It was regularly moved by Commissioner Vyne, seconded by Commissioner Mansfield, and carried, that the recommendation of the State Engineer be accepted.
State Engineer O'Connell recommended, subject to the approval of the Bureau of Public Roads, that the contract on the Casa Grande-Gila Bend Highway, A.F.E. 540 and 8409, N.R.S. 100-C (1935) be awarded to the low bidder, the Phoenix-Tempe Stone Company, in the amount of $77,400.30. It was regularly moved by Commissioner Mansfield, seconded by Commissioner Addams and Vyne, and carried, that the recommendation of the State Engineer be accepted. It was regularly moved by Commissioner Vyne, seconded by Commissioner Mansfield and carried, that a resolution transferring funds in the amount of $15,128.07, be adopted.
It was regularly moved by Commissioner Addams, seconded by Commissioner Mansfield, and carried, that the State Engineer get in touch with Senator Bush and Representative Kane regarding the construction of a permanent bridge across the Colorado River at Parker and report back at the next meeting of the Commission.
Afternoon Session
It was regularly moved by Commissioner Addams, seconded by Commissioner Vyne, and unanimously carried, that the State Engineer be authorized to execute a quit-claim deed by and between the State of Arizona and the California-Arizona and Santa Fe Rail-way Company for an exchange of rightof-way on the Phoenix-Glendale Project No. 33.
Afternoon Session
Mr. W. L. Carpenter, Superintendent of Equipment, again took up with the Commission the disposal of old FWD and Liberty parts, located in the Phoenix warehouse. He stated that the Arizona Western Highway Truck Parts Company have advised him that they will trade the Department parts which we can use for parts that are on hand and are of no value to us, at a saving of approximately fifty per cent off list price. It was regularly moved by Commissioner Addams, seconded by Commissioner Vyne, and unanimously carried, that providing this proposal meets with the approval of the Attorney General, the State Engineer be authorized to trade in such old FWD and Liberty parts as are obsolete, provided that less than $2,500 worth is traded in at one time.
Chairman Dowell stated he would entertain a motion regarding the Wickenburg Bridge and it was regularly moved by Commissioner Addams, seconded by Commissioner Mansfield, and unanimously carried, that the State Engineer be instructed to call for bids on the Wickenburg Bridge on the location three-quarters of a mile down from the present bridge site, which has been estimated by the Bridge Department at approximately $129,000, providing, the Bureau of Public Roads approves the site, and further, that the State Engineer be authorized to enter into any negotiations that are possible with the Bureau of Public Roads.
It was regularly moved by Commissioner Addams that providing the budget will permit, an underpass or overpass, as is being surveyed and as will be recommended by the State Engineer, be started as soon as possible. The motion was seconded by Commissioner Vyne and before the motion was voted upon, State Engineer O'Connell reminded the Commission that they had obligated themselves to close the gap on East 60. After discussion the motion was voted upon and carried, Commissioner Barth voting "No". Commissioner Barth later stated that if the Commission did not intend to transfer funds to this project out of this years budget, he wanted his vote changed to "Yes".
It was regularly moved by Commissioner Mansfield, seconded by Commissioner Addams and unanimously carried, that in order to keep harmony with the Army or War Department of the United States the motion passed by the Highway Commission at their meeting October 31, 1934, relative to the Huachuca-Elgin road project, in which it was moved and carried that the road be constructed according to Program A and B, be rescinded.
It was regularly moved by Commissioner Mansfield, seconded by Commissioner Barth and unanimously carried, that the State Engineer be authorized and instructed to run a new survey from the Reservation Line North of the Post, in the vicinity of Huachuca Siding on the Southern Pacific Railroad, Northerly to State Road 82, subject to the approval of the Bureau of Public Roads.
