ARIZONA HIGHWAYS Arizona Highway Commission Notes
January 31st, and February 1, 1935 The Arizona State Highway Commission met in regular session in their offices in the Highway Building at 10:00 a. m., January 31, 1935. Those present were Chairman Dowell, Vice-Chairman Vyne, Commissioners Addams, Barth and Mansfield, also, the State Engineer and the Secretary.
The Secretary read the Tentative Minutes of January 26, 1935, and they were approved with the following amendments: Page 4 Line one and two, reading "Commissioner Vyne, address-ing Mr. Akers as the represen-tative of the Wickenburg peo-ple, asked if this project was not started right away if he would take the blame" is to be amended to read, "Commissioner Vyne, addressing Mr. Akers as the representative of the Wickenburg people, pointed out that they were asking for a delay in the project and asked if he would take the blame for the project not starting right away".
Page 5 "Mr. George W. Comparet, representing proponents of the Par. 1 Horse Thief Basin Project", is to be amended to read, "Mr. Line 4 George W. Comparet, representing the City of Phoenix, the Phoenix Chamber of Commerce, the Phoenix Junior Chamber of Commerce and the the Phoenix Real Estate Board."
The State Engineer recommended, subject to the approval of the Bureau of Public Roads that the contract on the Presco't-Flagstaff Highway, N.R.H. Project No. 96-B (1935) A.E.F. 7911, be awarded to the low bidder, Pearson and Dickerson Contractors, Inc., on their bid on the Alternate in the amount of $39,975.56, inasmuch as the price nate are the same. It was regularly moved by Commissioner Barth, seconded by Commissioner Mansfield and unanimously carried, that the recommendation of the State Engineer be accepted.
The State Engineer 'OConnell recommended, subject to the approval of the Bureau of Public Roads, that the con-tract on the St. Johns-Zuni Highway, N.R.S. Project 113-A (1935) A.F.E. No. 6101, be awarded to the low bidder, Heuser and Garnett, in the amount of $33,397.29. It was regularly moved by Commissioner Mansfield, seconded by Commissioner Addams and unanimously carried, that the recommendation of the State Engineer be accepted.
The State Engineer O'Connell recom-mended, subject to the approval of the Bureau of Public Roads, that the con-tract on the Tempe-Mesa Highway (Tempe Streets) (N.R.M. 8-4) (1935) Sch. 1-A.F.E. 535, be awarded to the low bidder, the Phoenix-Tempe Stone Company in the amount of $8,112.40. It was regularly moved by Commission-er Addams, seconded by Commissioner Mansfield, and unanimously carried, that the recommendation of the State Engineer be accepted.
The State Engineer O'Connell recom-mended, subject to the approval of the Bureau of Public Roads, that the con-tract on the Phoenix-Yuma Highway, N.R.S. Project No. 46-A (1935) A.F.E. No. 8029, be awarded to the low bidder, R. C. Tanner and W. E. Hall Company in the amount of $49,504.53. It was regularly moved by Commissioner Mans-field, seconded by Commissioner Vyne and unanimously carried, that the re-commendation of the State Engineer be accepted.
The State Engineer O'Connell recom-mended, subject to the approval of the Bureau of Public Roads, that the con-tract on the Benson-Douglas Highway N.R.M. 79-I (1935) A.F.E. No. 502, be awarded to the low bidder, R. E. Martin and Company in the amount of $6,532.60. It was regularly moved by Commissioner Vyne, seconded by Com-missioner Barth and unanimously car-ried, that the recommendation of the State Engineer be accepted.
The State Engineer O'Connell advised the Commission that certain requirements of the Bureau of Public Roads will pre-vent the immediate calling for bids on Project 99-H on Highway 60 East, and he recommended that he be authorized to request the Bureau to substitute Project 99-1 for 99-H inasmuch as the cost of both projects is approximately the same. It was regularly moved by Commissioner Mansfield, seconded by Commissioner Addams and Vyne, and unanimously carried, that in order to expedite the early construction of High-60 East, the State Engineer be author-ized to request the Bureau to substitute Project 99-1 for Project 99-H.
The State Engineer O'Connell reading wires and communications received from Washington, advised the Commission the status of highway legislation now pending in Congress.
It was regularly moved by Commissioner Vyne, seconded by Commissioner Mansfield, and unanimously carried, that a resolution in respect to the death of Mr. Joseph I. Backstein, a brother-in-law to Commissioner Barth, be adopted.
It was regularly moved by Commissioner Mansfield, seconded by Commissioner Addams, and unanimously car-ried, that a letter be written expressing a vote of thanks from the Highway Commission to Mr. M. R. Tillotson for the efforts he put forth to obtain the designation of the road from Jacobs Lake South to the North Rim of the Grand Canyon as a Park Approach road.
Commissioner Addams read a wire he received inviting him to attend the Highway 60 Convention to be held in Banning, California, on February 2nd. Commissioner Addams extended the in-vitation to all the members of the Com-mission. Chairman Dowell expressed the desire that Commissioner Addanıs attend the Convention.
Commissioner Addams stated he had received a communication from Mr. Benchoff, of McNary, congratulating the State Highway Department for the action taken during the last snow storm and thanking them for the manner in which they cleared the highway between McNary and Springerville.
Commissioner Addams presented a letter from Mr. John Doan, Chairman of the Committee on Public Affairs, of Yuma, Arizona, enclosing correspondence addressed to Mr. E. M. Whitworth, Superintendent of the Motor Vehicle Division, concerning the adoption of a legislative act making the Yuma-Parker Road a State Highway and reducing the present tax on motor vehicle fuel from five cents per gallon to three cents per gallon. Commissioner Addams advised that the State Engineer had informed him Mr. Doan's communication had been answered, however, he would like a wire sent to Mr. Doan pointing out that if Yuma County insists on a reduction in gasoline tax, the Yuma-Parker road, as well as other roads throughout the State will suffer.
Commissioner Addams made a motion that the State Engineer be instructed by the Commission to vote for the designation of the Horse Thief Basin road as a Forest Highway, stating he had been asked, since the last Commission meeting, to make this request. There was no second to the motion.
The Commission, upon being informed that the appointment of Mr. J. W. Angle, of Tucson, as Highway Commissioner by Governor B. B. Moeur, had been confirmed by the Senate, welcomed Mr. Angle to the Commission. Mr. Angle, in compliance with Chapter 31, Paragraph 1557, Revised Code of Arizona, took his seat as Highway Commissioner of the State of Arizona. Oath of office and bond as required by law were filed with the Secretary of State. Length of term is from January 31, 1935, to February 1, 1941.
Commissioner Mansfield, whose term of office expired as of January 31st, expressed regret at leaving the Commission; wished the new Commissioner success, and thanked all for the cooperation he had received during his six years term as Highway Commissioner.

MARCH, 1935 ARIZONA HIGHWAYS
Phoenix-Tempe Stone Co. have been awarded a contract for the widening of roadway and lengthening of drainage structures on U. S. Highway 89, beginning at Six Points and extending six miles northwest of the city of Glendale. N.R.H. 33 (1935). R. J. Holland, resident engineer.
DISTRICT NO. 4
W. R. Hutchins, District Engineer White and Miller have a contract for widening and re-surfacing existing concrete pavement with cut-back asphaltic plant mix on approximately 1.2 miles of U. S. Highway 89, beginning at the south city limits of Tucson and extending towards Nogales; N.R.H. 29 (1925) 43% complete. J. R. Van Horn, resident engineer.
R. E. Martin has contract 5% complete for the replacing of a paved dip with a concrete box and incidental work located within the city of Bisbee on U. S. 80, N.R.M. 79-I (1935). Ε. A. Bickley, resident engineer.
Phoenix-Tempe Stone Co. have contract 3% complete for the construction of a railroad underpass, with grading, draining, concrete pavement and cut-back road mix, located within the town of Casa Grande and extending westerly one mile, N.R.S. 100-C (1935), State Route 84. Geo. Lang, resident engineer.

UNDER CONSTRUCTION: Route 3, the Flagstaff-Clint's Well National Forest Highway:
The grading and draining of a section of this route, 7.6 miles in length, beginning 8 miles north of Clint's Well and extending north, is under contract to Tiffany Construction Company. The work is about 4% complete. C. R. Brashears is resident engineer.
Route 7, the Oak Creek National Forest Highway:
Skousen Brothers have the contract for grading and draining 4.6 miles of this route, beginning about 12 miles northeast of Cottonwood and extending in a northeasterly direction toward Sedona. Work is about 22% complete. C. R. Brashears is resident Engineer.
Grand Canyon National Park Highways:
G. R. Daley and Vinson and Pringle are contractors for grading and sub-grade reinforcement of all of Grand Canyon Route 8, Hermit Rest, length 9.1 miles. The project extends westerly from the village of Grand Canyon to Hermit Rest, along the rim of the canyon. The work is about 21% complete. J. H. Brannan is resident engineer.
Surveys:
The Horse Thief Basin survey, extending from the Black Canyon Road near Canon to the Horse Thief Ranch at elevation of 6,000 feet, is getting under way. F. J. Wade is the locating engineer and F. W. Pender is office engineer.

Bids will be opened in the Phoenix office of the Bureau at 10:00 a. m. on March 5, 1935, for grading Section B of Route 11, the Payson-Colcord Mountain National Forest Highway. The project is 2.989 miles in length and is located about 26 miles east of Payson.
Bids will be opened in the Phoenix office of the Bureau at 10:00 a. m. on March 7, 1935, for placing a bituminous treated surface on Sections D and E of the Cameron-Desert View Approach to Grand Canyon National Park. The length of the project is approximately 14.4 miles.
Bids will be opened in the Phoenix office of the Bureau at 10:00 a. m. on March 12, 1935, for placing subgrade reinforcement on Section D of Route 10 near Pine, Arizona. The project is 6.6 miles in length.
Bids will be opened in the Phoenix office of the Bureau at 10:00 a. m. on March 21, 1935, for grading of Section A of Federal Lands Highway Project 6, the Globe-Showlow Highway, Navajo County, Arizona. The project is 3.8 miles in length.
Bids will be opened in the Phoenix office of the Bureau at 10:00 a. m. on March 26, 1935, for the grading of Section A of Forest Highway Route No. 30 Globe-Showlow, Navajo County, Arizona. The length of the project is 4.5 miles.
SAVING STARTER TROUBLE
Much damage is done to starters by stepping on the starter button at too frequent intervals, according to an emergency road service bureau. After stepping on the button, wait and make certain that the engine and starting motor have both come to rest before making a second attempt. Otherwise, there is danger of damaging gears by causing them to mesh as the engine is back-rocking, or back-firing.
