ARIZONA HIGHWAYS NOVEMBER, 1936 Arizona Highway Commission Notes

September 29, 1936 The Arizona State Highway Commission met in special session in their offices in the highway building at 9:15 a. m., September 29, 1936. Those present were: Chairman Dowell, Vice-Chairman Angle, Commissioners Addams and Seale, also the state engineer, the secretary and Assistant Attorney General Francis W. Wilson. Commissioner Barth was absent. Commissioner C. E. Addams arrived at 9:35 a. m., Assistant Attorney General Francis W. Wilson arrived at 9:50 a. m., to take the place of Assistant Attorney General A. I. Winsett until his arrival at 11:55 a. m.

State Engineer O'Connell recommended, subject to the approval of the Bureau of Public Roads, that the contract on the Phoenix-Yuma highway, F. A. P. 30-E (1937)-A. F. E. 8008, be awarded to the low bidder, Arizona Sand & Rock company, in the amount of $38,879.92. It was regularly moved by Commissioner Seale, seconded by Commissioner Angle, and unanimously carried, that the recommendation of the state engineer be accepted and the contract be awarded, subject to the approval of the bureau of public roads, to the low bidder, Arizona Sand & Rock company, in the amount of $38,879.92.

Awarding of bids for furnishing materials for 17.8 miles of standard line fence to the Arizona Highway Department, on A. F. E. 2601, Wickenburg-Ehrenberg highway.

Mr. W. F. Frerichs, purchasing agent, stated to the commission that due to the size of this bid, it was impossible for a local firm to handle the fabrication of such a large order; therefore, making it necessary for the order to be shipped in carload lot from an eastern point through a local representative. It was regularly moved by Commissioner Addams, seconded by Commissioners Seale and Angle, and unanimously carried that the steel posts be accepted for the distance of 17.8 miles on A. F. E. 2601, Wickenburg-Ehrenberg highway, and the lowest bidder, O. S. Stapley company, be awarded the contract for materials in the amount of $2,982.17.

The secretary read a letter from Mr. W. P. Mahoney, lease and livestock agent, of the Atchison, Topeka and Santa Fe Railway company concerning the fencing of the highway in and around Ashfork. Upon recommendation of the state engineer, it was regularly moved by Commissioner Seale, seconded by Commissioners Addams and Angle, and unanimously carried, that District Engineer Geo. B. Shaffer of the Arizona Highway Department and Mr. Mahoney of the Santa Fe Railway company get together and confer with the he people of Ashfork to ascertain what may be worked out, and make a report to the highway commission at a later date.

The state engineer read a letter transmitted to him by Governor B. B. Moeur from Mr. Hal H. Hobson, secretary, San Diego Public Safety committee, San Diego, Calif., registering complaint as to purported plans of the intersection of U. S. Highway 80 and Arizona State Highway 84 in the vicinity of Tucson, Ariz., and his reply thereto. The commission was advised that erroneous information had been given to the chamber of commerce of Yuma as well as numerous others by an unauthorized person. As a result when the final plans on this project are completed, the San Francisco office of the bureau of public roads will be required to approve the plans before they may be released for advertising instead of the local office. Also, that arrangements have been made for Mr. E. V. Miller, engineer of plans, to go before the Yuma chamber of commerce to show them the proposed plans to date for this project, which Mr. Miller presented to the commission members during their session.

The commission was advised that the department's supply of highway maps is exhausted, and Mr. E. V. Miller had made a request that 10,000 maps be printed at an estimated cost of 4 cents or 4½ cents each, which would be enough to take care of demands until about February 1, 1937, when the new map is ready for distribution. It was regularly moved by Commissioner Seale, seconded by Commissioner Addams and unanimously carried that the request of Mr. Miller to purchase 10,000 additional maps be authorized.

Mr. A. C. Sieboth, right of way engineer, reporting on the purchase of the triangle at the junction of Cast Grande and Picacho, stated that the southern half of the triangle belongs to a group of men in Casa Grande who paid $1500 for the ground for the purpose of acting with the chamber of commerce to erect signs; the northern half belongs to a widow living in California, who is willing to dispose of the seven acres at $10 an acre. It was regularly moved by Commissioner Angle, seconded by Commissioner Addams, and unanimously carried that Mr. Sieboth be authorized to enter an option to purchase from the owners of the properties located in the triangle at the junction of state routes 84 and 87 near Picacho. b State Engineer O'Connell reported to the commission that while he was in Washington, he ascertained that the corps area commander had made favorable recommendation to the quarter.. master general's department for the general use of the road by the public through Fort Huachuca with the restriction that the road may be temporarily closed by the army in case of maneuvers; also, that it is just a matter of routine before approval is obtained to place that highway on the 7 per cent system.

The secretary read two resolutions relative to the junction of U. S. Highway 80 and Arizona State Highway 84, near Tucson, one was transmitted by Mr. E. G. Lavers, secretary, Casa Grande chamber of commerce, adopted by the chamber of commerce on September 18, 1936, and the other was transmitted by Mr. Neil E. Brown, president, San Diego Highway Development association, San Diego, Calif., adopted by the association at their regular meeting on September 21, 1936. Both resolutions were ordered received and filed.

It was regularly moved by Commissioner Addams, seconded by Commissioner Seale, and unanimously carried, that the following resolution pertaining to the establishment, location and relocation and specific designation of that part of the Federal Aid Project No. 48 of the Phoenix-Prescott highway, be adopted.
