Transfer of funds if the drainage situation at Globe is to be corrected. This correction of drainage is estimated at $2,000 and the State Engineer recommended that it be taken care of and also the repair of the bridge be taken care of if funds can be transferred.
In the discussion which ensued, Attorney Lynch was asked to look up former opinions which may have been given concerning the transfer of funds from one project to another, and to advise the Commission on the following: First, is a project on which no expenditures have been made during the fiscal year, automatically killed when funds are transferred from it to be used on another project? Second, may a portion of a project be abandoned without the project necessarily being abandoned in its entirety?
E. R. Mulvey, of Tucson, appeared before the Commission concerning the increase of advertising in the present highway magazine, and also the increase of its distribution. Mr. Mulvey was told that the elimination of advertisement entirely from the magazine has been proposed and also the distribution of the magazine this month is around 12,000 copies; the budget allowing for a distribution of between 12,000 and 15,000 copies per month.
The Secretary read a telegram from Frank R. Goodman, City Engineer of Winslow, relative to the advertising of bids on the bridge over the Little Colorado river before Spring. The State Engineer said plans are being made at the present time and they cannot be pushed any more than they are now; that it is quite a bridge to design, and he did not think the program on it could be changed. The wire was referred to State Engineer Reed for answer.
Referring to the request of the delegation from Shumway, Arizona, who, headed by Walter Denham, appeared before the Commission September 20th relative to the adoption of the east survey in realigning and reconstructing Highway 77 from Taylor south through Shumway, State Engineer Reed reported he was in receipt of a route survey and report from the Bureau of Public Roads recommending that the west survey be adopted.

Jackson, former Secretary to Governor Stanford, had brought him the bill amounting to $84, which had been rendered for printing the pamphlet "Information about Arizona" published by Governor Stanford, with the request that it be taken care of out of the Highway Department's publication funds. On talking to the State Auditor, State Engineer Reed was told the claim had been turned down for the reason that the Governor's office has no fund for publication purposes and since this department has such a fund, the claim could be paid from it if the Commission so willed. This matter was taken up again in the afternoon session, at which time a motion was made by Commissioner Seale, seconded by Commissioner Angle, and carried, that the bill submitted by the Governor's Office for printing in the amount of $84 be paid, providing, same may be done legally and with the approval of the Attorney General. Commissioner Dowell voted "no", inasmuch as the printing was done without the authorization from the Highway Department.
The State Engineer advised the Commission that he was in receipt of a wire from K. A. Godwin, Regional Director, P. W. A., asking for assurance regarding the availability of funds, particularly on larger projects. He said application has been made for the construction of seven bridges in conjunction with the PWA, that he had had an analysis made of the general set-up and would send copies, together with a letter of explanation, to each Commissioner for their information and study.

State Engineer Reed reported as follows on the case of Stanley Tennant, a former employee who was injured while employed: The Industrial Commission is paying Mr. Tennant $39.85 per month for life and cannot reopen his case, however, there is no objection on their part to the Highway Commission giving Mr. Tennant a job whereby he can earn sufficient money for the support of his family. The Highway Commission stated it has no objection to Mr. Tennant being given employment, provided, it is something within his ability, since there are only certain kinds of work he is able to do.

The State Engineer read a communication from Mrs. B. B. Moeur expressing appreciation in behalf of the Tempe Garden Club for the roadside at the north entrance of Tempe, and also complimenting the Highway Department for the splendid roadside improvement work which is being done throughout the state.
A motion was made by Commissioner Seale, seconded by Commissioner Angle, and unanimously carried, that the State Engineer be authorized to enter into a maintenance agreement between the City of Mesa and the Highway Department, as presented, provided a clause is added thereto providing for the cancellation of the agreement by either party upon a certain number of days notice.
The State Engineer presented a letter from Governor Stanford inquiring into the lay-off of W. F. Graves. E. V. Miller of Plans, was called in and after explaining to the Commission why Mr. Graves was laid off, was asked to write a letter in reply to Governor Stanford's; said letter to be signed by Mr. Reed.
During the discussion which occured following the reading of the Governor's letter, a motion was made by Commissioner Seale, seconded by Commissioner Angle, and unanimously carried, that the four men in the Highway Patrol Division, who are over and above the quota allowed by law, be removed at once.

ing of the magazine; the contract is to embody the present set-up, setting forth the cost per page, type of paper, etc.
A motion was made by Commissioner Angle, seconded by Commissioner Seale, and carried, Commissioner Scott absent from the room, that the special resolution pertaining to the establishment, location and relocation of the Hope-Parker Highway, Federal Project No. 7, Section B, be adopted.
A resolution from the Coconino County Board of Supervisors requesting that the Flagstaff-Clint Wells Highway, Forest Highway Route No. 3, be taken into the secondary highway system, was referred to the State Engineer.
The State Engineer was asked the status of the South Central Avenue Underpass in Phoenix and advised that the hear ing came up in court on the 22nd of this month and was postponed until the 31st; that he verbally had served notice on the City's Attorneys that if matters are not expedited, the money will have to be taken away from the City of Phoenix and spent elsewhere in the State. Commissioners Seale, Angle, and Dowell stated they favored South Central Avenue in Phoenix, feeling it is the most important in the state, however, they do not intend to have the state lose the use of the money appropriated for this grade separation because of delay and favored the transfer of the funds to some other project if prompt action is not taken. Secretary M. L. Wheeler stated he would be attending a meeting during the evening which is to be held concerning this project and he would relay the wishes of the Commission to the City Officials.
Commissioner Seale called attention to the vandalism of highway signs, mentioning particularly the recent damage to signs along the Black Canyon Highway, and suggested that if it is legally possible a reward be offered for any information to the arrest or conviction of person or persons guilty of this vandalism.
State Engineer Reed read a complimentary letter from Patrick F. Payne, Director of Survey for the Union Pacific Northwestern Railway, Chicago, Illinois, concerning the exhibit the State had at the National Safety Conference held in Chicago. A report from Mrs. Ethel Hickman, Executive Secretary, Arizona State Safety Council, on the conference was also read by the State Engineer.
A motion was made by Commissioner Langmade, seconded by Commissioner Angle, and unanimously carried, that the State Auditor be requested to make an audit, as required by law, of the State Highway Department.

The motion carried with Commissioner Langmade voting "No," stating he felt it would encumber the records.

Secretary M. L. Wheeler officially tendered his resignation as Secretary of the Highway Commission to accept the position of City Manager of the City of Phoenix, effective as of this date, stating he had telephoned each Commissioner October 18th notifying them of his action. He expressed appreciation to the Commission and the State Engineer for the confidence that had been placed in him during his service with the Department, stating he had enjoyed his work and he hoped that if he ever could be of service, the Commission would feel free to call on him.
State Engineer Reed paid Mr. Wheeler the very highest tributes possible and expressed deep regret that he is leaving the Department. The Commissioners individually reiterated Mr. Reed's stateiments, following which a motion was made by Commissioner Seale, seconded by Commissioner Angle, and unanimously carried, that the resignation of M. L. Wheeler as Secretary of the Arizona Highway Commission be accepted with reluctance.
State Engineer Reed recommended, if the Commission could see its way clear, that the matter of appointing a successor to Mr. Wheeler be held in abeyance and that Mary Foudy Clinton, Assistant Secretary, serve in that capacity for the time being.

John Doe has a day's When winter comes to the high mountains in Arizona. vacation, a car, part of his budget money reserved for pleasure, and a desire for a change of scene. Mr. Doe breakfasts on his screened porch, which is shaded by palms, surrounded by citrus trees and perfumed by roses; he gets into his car and heads north. He doesn't pay much attention to the desert as he passes it by-he has grown accustomed to its lure, but he does notice that the deep blue of sky blends exceedingly well with the purple of the mountains that fringe the horizon. He gradually gets up into these mountains and decides that he was wise to put his overcoat in the car. A few more turns in the highway and he sees some snow on the northern slopes of the hills. He finally pulls into the first large town along his way and finds he left his home a little less than three hours before. The snappy February air gives him an appetite, so he buys himself a man-sized steak with French fried potatoes and three cups of steaming coffee.He isn't exactly content with just cold air and food however; what he wants is snow. So he jumps into his car again and heads in the direction of the Grand Canyon. About two hours later, he drives along a highway that has recently been scraped of snow and he begins to wish he owned a pair of warm gloves. Soon the pines are snow-clad and beneath them is a carpet of white. Mr. Doe pulls up to the side of the road, gets out, and surreptitiously makes himself some snowballs. In another hour, he is standing at the brink of the Grand Canyon and all the change he ever desired is spread out before him. He thinks it would be fun to stay and do a bit of skiing, but he has about one hour only before he starts for home. Around midnight he lets himself in his front door. He remembers that his feet have been wet a good part of the day, so he leans out of his bedroom window and picks two large lemons from the nearest tree.
