Able, providing there is no cessation or slackening of local efforts toward self help. The Reconstruction Finance Corporation has made it plain that the relief extended to Arizona is purely supplemen tal to the efforts of the state, its subdivisions and private charitable organizations to meet the need. The local and state effort to relieve unemployment must not be discontinued. clerical, accounting or other overhead expenses. Transportation is likewise not a legitimate expenditure from these funds, except that where equipment for transportation is locally available, drivers may be rotated from the unemployed lists, aided from these funds on the same basis as other labor. Premiums for accident insurance on individuals paid for work relief through these funds are excepted from this provision, and will be paid by the Arizona R. F. C. Committee.

(7) County committees may in their discretion delegate the work of investigation, rotation of work relief and administration of direct relief to already existing agencies, providing one single agency is made responsible for the entire county. This does not mean that such agency would be prohibited from delegating in a distant part of the county a suitable representative whose recommendations for that locality would be accepted.
