ARIZONA HIGHWAYS SEPTEMBER, 1933
Be rejected and a call for bids on this project be re-advertised at once.
It was regularly moved by Commissioner Mansfield, seconded by Commissioner Barth, and unanimously carried, that the fifteen-day prequalifications of contractors wishing to bid on the St. Johns-Springerville Highway, F.A.P. E-60 and E-68-A be waived.
It was regularly moved by Commissioner Barth, seconded by Commissioner Vyne, and carried, Commissioner Mansfield not voting, that the bid on cars be awarded to the Consolidated Motors Inc., Phoenix, on their bid submitted on six Ford Coupes, eight cylinder cars, in the total amount of $3,486.69.
Mr. O'Connell read a letter from the Consolidated Roofing and Supply Company, signed by Mr. M. H. McKalla, President, protesting to the prices charged by the Department for Laboratory tests made. It was regularly moved by Commissioner Vyne and seconded by Commissioner Barth, that the Secretary inform the Consolidated Roofing Company the Department is not in a commercial testing business, inasmuch as it interrupts our other work, and these prices will have to stand as they are the same as those charged the Bureau of Public Roads for similar tests. After some discussion Commissioner Barth withdrew his second to Commissioner Vyne's motion and Commissioner Vyne withdrew his motion. Action on the matter was postponed.
It was regularly moved by Commissioner Vyne, seconded by Commissioner Barth, and carried, that the State Engineer be empowered to employ Mr. J. Van Dickson as Foreman on Protection work to be done West of Wickenburg under the supervision of Mr. Geo. Shaffer, District Engineer.
Mr. C. R. McDowell, Superintendent of the Arizona Highway Patrol, appeared before the Commission and submitted for approval emergency first aid kits he recommended the Department purchase for the Patrolmen. After examination of the kits, it was regularly moved by Commissioner Mansfield, seconded by Commissioner Vyne, and carried, that the Department purchase sixteen emergency first aid kits for the use of the Highway Patrolmen.
Aug. 3, 1933
The Commission reconvened in their offices in the Highway Building August 3, 1933, at 9:00 A. M., all members present except Commissioner Addams.
A delegation consisting of Mr. John Hild, Douglas, Mr. Folsom Moore, Bisbee and Mr. A. W. Liddell, Bisbee, appeared before the Commission. Mr. Liddell acted as spokesman and requested the Commission to spend more money in Greenlee County than the amount set up in the 1933-1934 budget. He pointed out that the people of that county are badly in need of work and urged the Commission to find some ways and means to put more money on the Coronado Trail in order that the employment situation in Greenlee County might be relieved to some extent.
Other members of the delegation discussed the provisions of the National Recovery Industrial Act and items set up in this year's budget.
The next matter discussed was the report submitted by the Superintendent of Equipment recommending the purchase of new equipment by the Department. Mr. Fred Grant, District Engineer, recommended that the Commission purchase a larger truck than any owned by the Department at the present time, with a "V" type snow plow. He stated the piece of equipment he has in mind is put out by the Walter Motor Truck Company, is faster than any owned by the Department, and he felt it would take the place of two caterpillars.
It was regularly moved by Commissioner Vyne, seconded by Commissioner Barth, and carried, that the Department advertise for open specifications on four wheel drive trucks, 120 horse power, with "V" type plow, for snow removal.
On the recommendation of the State Engineer the following action was taken on items set up in the recommendation of the Superintendent of Equipment: It was regularly moved by Commissioner Vyne, seconded by Commissioner Barth, and carried, that bids be called for on two light speed trucks with closed body to be used by Equipment Inspectors.
It was regularly moved by Commissioner Vyne, seconded by Commissioner Barth, and carried, that when calling for other bids the Department call for bids on a coupe car, somewhere above the $800 classification, to be purchased for the Chief Locating Engineer.
It was regularly moved by Commissioner Mansfield, seconded by Commissioner Vyne, and unanimously carried, that when calling for other bids the Department call for bids on a sedan car to be purchased for the Bridge Engineer.
It was agreed by the Commission that the item recommending the purchase of four tractors be cut down to three, that the bids on cars and on snow removal equipment be gotten out immediately, and the Department order the three tractors at a later date.
It was regularly moved by Commissioner Vyne, seconded by Commissioner Barth, and carried, that bids, with open specifications, be called for on one to three 35 horse power tractors.
The Secretary read a wire from Mr. Harold W. Holcomb, Mayor of Benson, Arizona, advising the Commission that the Town of Benson has sufficient material to repair Fourth Street, however, he requested the aid of the Highway Department and the use of their equipment. The Secretary was instructed to advise Mr. Holcomb the amount of money the Town of Benson will receive under Arizona's apportionment of National Recovery Highway Funds.
The State Engineer read a communication from Mr. W. R. Hutchins, District Engineer, requesting permission to start a two week rotation on Section 46, Douglas-Willcox-Bowie Junction, on which the employees have been rotated weekly. It was regularly moved by Commissioner Mansfield, seconded by Commissioner Barth, and carried, that the request of Mr. Hutchins be granted, change to be effective at the most convenient date.
The letter from the Consolidated Roofing and Supply Company, signed by Mr. M. H. McCalla, President, concerning tests made by the Highway Department was again taken up. Mr. J. W.
Powers, Engineer of Materials, appeared before the Commission and gave the prices charged by commercial laboratories at San Francisco and Los Angeles. It was regularly moved by Commissioner Mansfield, seconded by Commissioner Barth, and carried, that the prices charged the Consolidated Roofing and Supply Company be adjusted and based upon the prevailing price of commercial testing laboratories at Los Angeles. Also, our prices are to be posted immediately and parties wishing tests made are to be advised the cost for same and the money collected in advance.
The Secretary read a communication from the American Association of State Highway Officials advising their convention will be held at Milwaukee, October 9, 10 and 11, 1933. It was regularly moved by Commissioner Vyne, seconded by Commissioner Barth, and carried, that Chairman Dowell be delegated to attend the convention with the State Engineer.
Afternoon Session
It was regularly moved, seconded and carried, that the communication from Mr. Chas. C. Morris, Senior Highway Engineer, concerning the stipulation in regard to employment of residents of the county in which the work is to be performed be placed on file.
Commissioner Vyne stated he had investigated the report that the two Indian motorcycles did not meet with specifications and recommended the Department accept the motorcycles inasmuch as he found them to comply with the specifications in every detail except one, which was a Harley Davidson feature and he did not feel that this detracted from the merits of the motorcycle to warrant its return. It was regularly moved by Commissioner Mansfield, seconded by Commissioner Barth and carried, that the report of Commissioner Vyne be sustained.
It was regularly moved by Commissioner Vyne, seconded, and unanimously carried, that the Phoenix Warehouse and Offices of the Highway Department, in order to conform with the requirements of the National Recovery Act, rearrange their working hours so employees will not be working more than forty hours a week. This automatically changes the hours to the old schedule of from nine to five on week days with an hour off for lunch, and from nine to twelve noon on Saturdays. This is effective as of August 7, 1933.
Commissioner Vyne made a motion that in view of present conditions, and inasmuch as the Commission had been advised by the Motor Vehicle Department that positions in that division can be rotated, the State Engineer be instructed to investigate all clerical departments in the building and warehouse and report back to the Commission what positions he thought feasible to rotate. There was no second to Mr. Vyne's motion.
The Secretary read a letter from the Pima County Board of Supervisors requesting the Department to consider the Tucson-Ajo road in their State Highway Program, and enclosing communications advising that the Indian Department at Ajo is recommending that their part of the road in the Reservation be oiled.
