HIGHWAY COMMISSION NOTES.
ARIZONA HIGHWAY COMMISSION NOTES
The Arizona State Highway Commission met in special session in its offices in the Highway Building at 9:00 A. M., November 23, 1938. Those present were: Chairman Dowell, Vice-Chairman Angle, Commissioner Langmade, Scott and Seale, also, the State Engineer, Howard S. Reed, Acting Secretary, Mary Foudy Clinton, and Assistant Attorney General A. R. Lynch. The proposed agreement between the Prescott Courier, Inc., and the Arizona Highway Department for the printing of the magazine "Arizona Highways" for the period of from October 24th, 1938, to December 1st, 1940. was read by the Acting Secretary. A letter dated October 24th, 1938, from the Messenger Printing Company, Phoenix, setting forth prices at which they would print the magazine was also read. No further communications having been received, a motion was made by Commissioner Seale, seconded by Commissioner Angle, and carried, Commissioner Langmade voting "no", and Commissioner Scott passing, that the agreement between the Arizona State Highway Commission and the Prescott Courier, Inc., be adopted.
James Walden, Business Manager, and W. P. Stuart, President of the Prescott Courier, Inc., were present and expressed appreciation for the award.
The Tentative Minutes of October 24th, 1938, were approved as read.
The Commission went into Executive Session at 10:15 A. M., and reconvened at 10:55 A. M., in open session, all members present.
Awarding of the bids received October 31, 1938, on (1) one Four Wheel Drive Dump Truck, chassis complete; (2) one Three Cubic Yard Steel Dump Body.
A telegram from D. N. Stewart, Superintendent of Maintenance, Colorado State Highway Department, regarding the use of Coleman trucks in his department, was read. Mr. Reuter, representing Coleman Four Wheel Drive Truck, and Earl Stowe, representing the Marmon Harrington Truck and the O. S. Stapley Company, addressed the Commission concerning the equipment they represented. Upon recommendation of the State Engineer, it was moved by Commissioner Seale, seconded by Commissioner Angle, and unanimously carried, that the award for the Four Wheel Drive Dump Truck, chassis complete, be made to the lowest bidder meeting the specifications; namely the Arizona Cedar Rapids Company, Phoenix, on their bid covering the F. W. D. 1939 H. M., in the amount of $4,467.00.
On recommendation of the State Engineer, it was moved by Commissioner Scott, seconded by Commissioner Seale, and unanimously carried that the award on the Three Cubic Yard Steel Dump Body be made to the lowest bidder meeting the specifications; namely, the Welch Manufacturing Company, Phoenix, on their bid covering the Welch No. 12 H. D., in the amount of $587.42.
Awarding of the contract on the Benson-Steins Pass Highway, Non-Federal Aid Project, A. F. E. 8611.
Upon the recommendation of the State Engineer, a motion was made by Commissioner Seale, seconded by Commissioner Angle, and unanimously carried, that the contract on the Benson-Steins Pass Highway, Non-Federal Aid Project, A. F. E. 8611, be awarded to the low bidder, the Tanner Construction Company, Phoenix, in the amount of $5,989.33.
Awarding of bids received November 21st, 1938, on approximately 191,000 lbs. Structural Steel, including all building frame as per plans of the State Highway Department, dated October 11, 1938.
Upon recommendation of the State Engineer, it was moved by Commissioner Scott, seconded by Commissioner Angle, and unanimously carried, that the award on approximately 191,000 pounds Structural Steel, including all Building Frame as per plan of the State Highway Department Shops, dated October 11, 1938, be awarded to the low bidder, the Allison Steel Company, Phoenix, in the amount of $10,500.00 with the stipulation that no deliveries are to be made before January 1, 1939.
The State Engineer presented a copy of the letter addressed to the State Auditor under date of November 4, 1938, requesting an audit to be made of the State Highway Department, as required by law, and advised the Commission that no reply has been received to date. The State Engineer was requested to ask the State Auditor for a reply to the letter.
Chairman Dowell presented a letter from Thos. Rumans, Highway Patrol Superintendent, requesting permission to place four patrolmen in the Clerical Division of the Patrol. This request was referred to State Engineer Reed for any action he might see fit.
It was moved by Commissioner Seale, seconded by Commissioner Angle, and unanimously carried, that the application for permit requested by Clyde E. Shields to move his house and garage from the state line at Yuma into Yuma be granted, providing, same is done under the supervision of the Engineering Division and all necessary safety precautions are taken.
A resolution from the Flagstaff Chamber of Commerce, adopted by its Board of Directors November 3, 1938, endorsing the Verde Valley Highway, was read. The resolution was ordered received and filed.
The State Engineer presented a letter from the Superintendent of the Highway Patrol recommending the placing of a speed limit of thirty-five miles per hour on U. S. Highway 80, starting at the south approach of the Seventeenth Avenue Underpass and extending south and west for a distance of 2.6 miles; that a speed limit of forty-five miles per hour be set starting at the western termination of the recommended thirty-five miles per hour zone, and extending west on U.S. Highway 80 for a distance of 11.9 miles, to Coldwater bridge. This recommendation was concurred in by E. V. Miller, Traffic Engineer, and the State Engineer. It was moved by Commissioner Angle, seconded by Commissioner Scott, and unanimously carried, that the recommended speed limits be adopted.
The State Engineer read a letter from George W. Seeley, City Engineer of Tucson, concerning the maintenance of U. S. Highway 80 through Tucson, and requesting that if the State is willing to take this maintenance, an agreement satisfactory to the Highway Department be drawn up and submitted to the Mayor and Council of the City of Tucson for approval. It was recommended by the State Engineer that the question of parking on Stone Avenue in Tucson be discussed with the City Officers with the view of eliminating the congestion caused by double parking, etc. The Commission concurred in this and recommended that the question of parking limits also be taken up in the discussion with the City Officers.
The State Engineer also presented a communication from the Bowie Chamber of Commerce, a Resolution from the Casa Grande Chamber of Commerce, and a petition signed by numerous citizens of San Simon and vicinity, regarding the westward extension of U. S. Highway 62 from El Paso, Texas, via U. S. No. 80, to Road Forks, New Mexico, thence via New Mexico State Route No. 14 to the Arizona State Line, thence via Arizona State Route 86 to Benson, thence via U. S. 80 to Tucson, thence via Arizona State Route 84 to Gila Bend, thence via No. 80 to San Diego. State Senator-Elect Wm. Coxon of Casa Grande, appeared before the Commission and requested the Highway Commission and the State Engineer to recommend the designation of this route as U. S. 62 at the coming Convention of the American Association of State Highway Officials in Dallas. It was moved by Commissioner Angle, seconded by Commissioner Seale, and unanimously carried, that the State Engineer be authorized to request the American Association of State Highway Officials to designate the above route as U. S. Highway 62.
Chairman Dowell told of a recent trip taken by the State Engineer and himself in company with Mr. Preston G. Peterson, Chairman of the Utah State Highway Commission, and a member of the Executive Committee of the American Association of State Highway Officials, over the route including the Petrified Forest and the Coronado Trail into Douglas. Mr. Peterson's report was that he would make recommendation at the Dallas Convention of the American Association of State Highway Officials that this highway be designated as U. S. 666.
The State Engineer presented a letter from D. A. MacKinnan, State Highway Engineer of Montana, referring to the work of Julian Powers, Materials EngiNear, at the Bituminous Conference recently held in Mississippi. Mr. Mackin-nan stated Mr. Powers had done an out-standing job and his discussion was one of the highlights of the Conference.
A letter containing a resolution of appreciation for sending delegates to the National Safety Council Congress, held in Chicago, October 10-14, 1938, signed by Al N. Zellmer, President of the Ari-zona Safety Council and addressed to Howard S. Reed, was presented by the State Engineer.
The Commission went into executive session at 12:00 noon and reconvened in open session at 12:20 P. M., all members present.
A resolution concerning the establishment, location and relocation and specific designation of a portion of the Ben-son-Steins Pass Highway, Federal Aid Project No. 130, Section D, was read by the Acting Secretary. Assistant Right-of-Way Agent R. B. Sanders was called in and explained that this resolution was for the purpose of condemnation of certain specified lots located in the town of Bowie, Arizona, and was considered necessary because of the excessive price being asked for these lots by the owners. After discussing the prices asked, a mo-tion was made by Commissioner Scott, seconded by Commissioner Seale, and unanimously carried, that the resolution as read by the Acting Secretary be adopted.
Upon recommendation of the State Engineer, who had received concurrence from the Bureau of Public Roads, it was moved by Commissioner Scott, seconded by Commissioner Seale, and carried, Com-missioner Langmade asking to be excused from voting, that the contract on the Globe-Showlow Highway, F. A. 99-D, A. E. F. & F. L. 6-B (1939), be awarded to the low bidder, the Lee Moor Contracting Company of El Paso, Texas, in the amount of $273,980.82, subject to the rules and regulations of the Bureau of Public Roads.
There being no further business to come before the Commission, the meeting was adjourned at approximately 2:00 P. М., November 23, 1938, to meet subject to call.
